The agents of the Ivory Coast international defensive midfielder have reached out to both Arsenal and Tottenham and have offered them the chance to sign him.
PSV themselves are willing to sell Sangare, who has a release clause of €37 million (£32.57 million) in his contract and is keen to move to the Premier League.

The PSV star has scored four goals and given one assist in those games.
Sangare has also scored one goal and provided one assist in six UEFA Europa League matches, one goal in four UEFA Champions League games, and one goal in two KVVB Cup ties.
