Tottenham target cannot guarantee he will remain a Sporting Lisbon player.
The Sporting Lisbon midfielder is a long term transfer target for Spurs and their latest bid is claimed to be around £26 million split into an up front payment and various bonuses.
Silva has just returned from the Confederations Cup where he helped Portugal into the semi-finals before their penalty shoot out defeat to Chile.

Quizzed by reporters over his future, Silva could not offer anything more than to say he was due back at pre-season soon, and couldn’t commit further where his future may lie.
He is quoted by Sado Desporto: “Now we are going to rest. Return to Alvalade? For now, yes.”
Silva could simply have said ‘yes’ when asked if he would return to play at Sporting’s stadium, but instead displayed hesitancy.
This shows he is at least aware of the speculation surrounding him, adding validity to reports Spurs have made a bid.

At this stage the situation is between the two clubs to flesh out, whether they can come to an agreeable fee. Tottenham’s offer is generous but he has a release clause of £38.5 million in his contract which ESPN reported last summer Leicester were keen to pay.
Such a fee would make him Tottenham’s record signing although it is debatable whether the club need to pay so much for another attacking midfielder when a winger and a back up striker should be greater priorities.
