Everton wanted more than three times this amount in the summer, and Tottenham refused to pay up.
Barkley then picked up an injury and has been out of action since, with his value depreciating.
Everton tried to sell him to Chelsea on deadline day, but Barkley refused.
The Mirror reported since then that this is because Barkley has his heart set on a move to Spurs.
To lose Barkley for just £15 million would be a humiliating move for Everton, but Tottenham hold all the cards.
Barkley is still regarded as one of England’s top talents, who simply became disenfranchised with playing under Ronald Koeman.
He can be inconsistent, but last season he still managed to score five goals and provide eight assists, a healthy return.
Everton will want to drive Barkley’s price up, and if he plays before January and performs well, this will help their cause.
But if he remains dead set on Spurs then they are in a weak position as him leaving on a free transfer next summer will be a scenario they should be desperate to avoid.
For Tottenham, in this market, £15 million would be an absolute steal.
