Windass left Rangers for Wigan in the Championship in England on transfer deadline day.
Rangers boss Gerrard has suggested that the 24-year-old midfielder wants to leave the Gers for the Latics.
The Liverpool legend has also said that Windass wanted to play as a number nine for the Gers in every game.
Gerrard told The Scottish Sun on Thursday: “Wigan got to a number the board were happy with and the board put the decision in mine and Mark’s hands.
“I spoke to Josh this morning and asked him what he wanted to do and he made it clear he wanted to speak to Wigan.
“I wouldn’t stand in anyone’s way if they want to play for another team in their favourite position. Josh wants to be a number nine every game for Rangers and I couldn’t guarantee him that.”

Bad decision from Rangers?
Windass had a good season on a personal level for Rangers last season, as the Englishman scored 18 goals in 41 matches in all competitions for the Gers in 2017-18, as stated on Wigan’s official website.
While Rangers do have enough players in midfield, a player of Windass’s quality and talent will have made them stronger and better this season.
Rangers are aiming to challenge Old Firm rivals Celtic for the Scottish Premiership title this season, as well as progress to the group stage of the Europa League.
