The free agent played under West Ham United's new manager, Manuel Pellegrini, at Manchester City.
A Sun insider is quoted as saying that although Manuel Pellegrini might want his former City player to join him at the London Stadium, those comments have caused West Ham to think twice.
And despite claims made by Toure's agent, Dmitri Seluk, that the Ivorian would play for £1 a week, the Sun reports Toure wants a 'huge signing-on fee plus bonuses', which could potentially cost the Hammers more than £100,000 a week.
The 35-year-old is also said to have held talks with other Premier League clubs, including others across Europe, China and the United States.
West Ham have already strengthened their central midfield options by signing another free agent, Jack Wilshere this week.
