The likes of Harry Kane, Dele Alli and Christian Eriksen are not considered for sale at any price.
Toby Alderweireld is another matter with the player at odds with the club over his contract.
Rose told SkySports he intends to stay and fight for his spot, commenting: "I fancy myself against anybody in the league. Pre-season; come back and hopefully me and Ben start from scratch and we start again and work hard to nail that number one spot."
With the market for Rose also dimming, this means Alderweireld is by far and away Tottenham's most likely route to raise money this summer, and his comments push the Belgian closer to the exit.
