With this in mind, the Blues should consider targeting a move for Tottenham defender Kevin Wimmer, and use Barkley to sweeten the deal.
The Toffees midfielder's value is thought to be around double that of Wimmer's, so any kind of swap deal would have to involve some cash heading to Merseyside from north London.

The 24-year-old Austrian would be the ideal addition to the Everton squad. The fact that he is left-footed would compliment Ashley Williams perfectly, and the pair could strike up a formidable central defensive partnership.
He is cultured, and accomplished when in possession of the football, and would fit perfectly into Koeman's favoured passing style.
Mauricio Pochettino, on the other hand, is desperate to add a more creative spark to his midfield, with the acquisition of someone who can make the difference in tight games thought to feature highly on his agenda, and Barkley could be just the man for the job.

Despite receiving his fair share of criticism this season, the 23-year-old still contributed with five goals and eight assists in the Premier League, and quite obviously still has a lot to offer.
It could be argued that he has simply grown stale at Goodison Park, and with his career supposedly stagnating, a change of scenery could be all that he needs to reinvigorate his form, and in turn, bring him back into the thoughts of national team manager Gareth Southgate, ahead of next summer's World Cup.
Barkley possesses all of the attributes that Spurs need to kick on next term, and he would be ideally suited to sit just in front of Victor Wanyama and Mousa Dembele in the heart of their midfield.
He is also capable of playing out on the right, which would provide Pochettino with another option in what has been deemed as a problem position for Tottenham.
The Everton star would also provide excellent competition for Dele Alli, and his presence would help keep the 21-year-old on his toes.
And with the transfer window now open for business, this could be one to keep a close eye on.
