The former West Ham United and Everton striker has explained why the England international attacking midfielder needs to find a new club.
"I'm a huge fan of Ross Barkley,” Cottee, who now works as a pundit for Sky Sports, told talkSPORT. “I think he is a fabulous player.
“He has had a strange season - good and bad - and he is at that stage where he has got to kick on with his career and maybe he needs to leave Everton.
“He is under a lot of pressure there, he is a local boy, and if anything ever goes wrong in a game the fans seem to blame Ross. I think he is at the stage where he is thinking, 'do I need to move?’”
Barkley has issues with consistency, but there is no doubt that he is hugely talented and has a lot of potential.
The 23-year-old attacking midfielder has played relatively well this season, although he could have done better.
The Englishman has scored five goals and provided eight assists in 35 Premier League appearances for Everton this season.
According to The Sun, North London clubs Arsenal and Tottenham Hotspur are interested in signing Barkley from Everton in the summer transfer window.
Although Barkley is a very good and promising player, it is hard to see any club pay £50m for him.
