This is a bid Celtic are likely to reject, but Liverpool by the same token may not choose to go crazy with their money, after big summer moves for Georginio Wijnaldum and Sadio Mane.
Where that could change, is if Liverpool free up a big wedge of cash by selling reportedly unsettled striker Daniel Sturridge.

Sturridge needs to play to realise his potential, but the 27-year-old is not at the forefront of Jurgen Klopp's plans.
While his transfer value is high, it makes sense for Liverpool to cash in on him, and spend the money on a player who would feature prominently instead.
With an extra £20-30 million in the bank for Sturridge (The Express report his value at £25 million), Liverpool can put in a transfer offer for Moussa Dembele that Celtic cannot resist.
This may not play out in January, with Dembele likely to want to finish what he has started at Celtic, but Liverpool recouping a big fee for Sturridge could put them in a commanding negotiating position to sway the striker towards Anfield.
Without selling Sturridge, Liverpool may lack the incentive to break the bank for the Celtic man.
