Glendon had a trial period up at Scottish giants Rangers last November, but a move to Ibrox failed to materialise.
He is well down the pecking order at the Etihad Stadium and unlikely to break into City's star-studded first-team under Pep Guardiola.
A number of Football League clubs are understood to have shown an interest in Glendon, but Fleetwood are in pole position to land the midfielder.
New Fleetwood boss Uwe Rosler is desperate to bolster his midfield options and is understood to be a big admirer of the youngster.
Glendon is keen on regular first-team football to continue his development and Fleetwood are hopeful of bringing the player to Highbury.
