Former Newcastle United and Queens Park Rangers midfielder Barton moved to Rangers on a free transfer earlier this summer after leaving Premier League-bound Burnley at the end of the 2015-16 season.
The English midfielder is a high-profile signing and is expected to be a huge success at Ibrox. Hoyland believes that Barton made a good decision in signing for Rangers.
“I do work for BBC Lancashire and I saw Joey play quite a lot for Burnley,” Hoyland told The Glasgow Evening Times. “Nobody in Burnley has a bad word to say about him after how he played last season.
“But he has made the right decision going to Rangers. It is another challenge for him, to come up to Scotland and try and get Rangers back on top.”
Rangers won the Scottish Championship title with ease last season and will feature in the Scottish Premiership during the 2016-17 campaign.
The Gers will be expected by many to compete with Old Firm rivals Celtic for the Scottish Premiership title next season.
Barton scored three goals and created 29 chances in 38 Championship appearances for Burnley last season.
The 33-year-old former Manchester City midfielder had a pass accuracy of 75% and a shot accuracy of 31%, and won 67 headers, 15 dribbles and 82 tackles.
