Powell finished last season on-loan at promoted Hull, but it had seemed that Wolves were set to win the day, but Wigan and their boss Gary Caldwell have now persuaded Powell to move back the DW Stadium - where he enjoyed a hugely successful season on loan in 2014.
Powell who also fielded interest with clubs in Spain, France and Italy all keen, has agreed a three-year deal with The Latics and is set to be confirmed by the club as their latest signing in the next 24-hours.

HITC Sport also understands that Wigan are set to beat a number of clubs to the signing of Derby County defender Jake Buxton.
Nigel Pearson is happy to let the former Burton Albion man move on, and despite interest from his former club - Caldwell looks set to get another of his top targets.
31-year-old Buxton has played over 130 games for Derby since joining from Buxton in 2009.
