Pep Guardiola has stepped ahead of Barcelona to sign the highly rated Colombian youngster.
The Colombian wonder kid has attracted interest from across Europe, with several elite sides said to be keen on his signature.
Manchester United and Benfica have reportedly been tracking his progress while La Liga champions Barcelona have scouted him across last season.
His recent goal for Colombia at the Copa America, his first on the international stage, has only worked to increase that interest in his services.
However, Manchester City have now stolen a march on their European rivals by striking an £8 million deal for the highly rated youngster, according to the Daily Mail.
They report that manager Pep Guardiola is planning to allow Moreno to gain experience in European football by sending him out on loan to La Liga should a move to the Etihad Stadium be completed.
Should he agree that move, he will become Guardiola’s second signing of the summer after he also completed a move for Borussia Dortmund star Ilkay Gundogan.
The Catalan is expected to completely overhaul the squad he inherited from Manuel Pellegrini with several big name signings.
But this potential arrival indicates that he is also looking to sign talent for the future at the club, hinting at a long term stay for him.
