Hector plays for Podolski's former side FC Koln, and was a regular for the club last season, making 32 starts.
He has started all three of Germany's games at Euro 2016, and looked impressive doing so.
Hector has completed 90.2 per cent of his passes, while averaging 1.7 interceptions per game, committing only one foul.
The Mail report Koln value Hector in the region of £20 million, but for a defender who could be a regular for Arsenal for the next five years, this would be good value.

Arsenal do already have options at left-back, but Nacho Monreal is 30 and Arsenal should consider alternatives and Hector, who has only just turned 26, would be a solid player to add to the squad.
Kieran Gibbs' future at the club is in doubt after failing to kick on and establish himself, with The Telegraph reporting that Arsenal will listen to offers for him this summer.
Arsenal would not be the only English team interested in Hector, with SkySports reporting earlier this year that Liverpool are keen on the defender.
