Hayden, who joined the Gunners from Southend United in 2008, featured 18 times in the Championship, scoring once, and 24 times overall, operating in front of Steve Bruce's defence as an anchor man.
The Mail say the move may hinge on whether Bruce remains in charge of Hull, but the club are said to be eager to give Hayden a chance to make the step up to Premier League football. Wenger will likely be eager to see the prospect take in another loan and get some top flight games under his belt.
His spell at the KC Stadium was Hayden's first bout of sustained professional football, though he has made a couple of League Cup appearances for the Gunners, making his debut against West Brom in 2013.
