Hart has been on the books of City since 2006 and has a contract with the Premier League giants until June 2019.
According to The Sun, new Everton investor Farhad Moshiri is ready to spend as much as £40 million in transfer fees in order to sign the England international goalkeeper in the summer.
It has also been reported that the 29-year-old will be offered around £200,000-a-week as salary.
It has been claimed that incoming City manager Pep Guardiola could be tempted to sell Hart if he is able to sign Marc-Andre ter Stegen from Barcelona in the summer.

Hart is one of the best goalkeepers in the Premier League and on occasions he can be world class.
While Everton could spend £40m on a single player due to the new investment, it is hard to see the England international join the Toffees.
City will compete for the Premier League title next season and will also be aiming to win the Champions League, while Everton could not even finish in the top 10 this past season.
