That has sparked interest from former club Barcelona, who are keen to bring him back to the Nou Camp.
They look almost certain do it, too, having placed a release clause in the deal that saw him move to Villarreal in the first place and already opening negotiations.
However, Suarez is stalling on a move as he seeks assurances from Barca boss Luis Enrique about how he would maintain his current progress in the Catalans' star-studded squad.
While that is talked over, Suarez has not closed the door on a potential move elsewhere, and according to Mundo Deportivo, he would still be open to interest from both Arsenal and Tottenham.
The London duo have both been linked with a move for him in recent weeks and he is open to making the switch if he decided a return to Barcelona is not for him.
