Crooks and Windass, who signed pre-contract agreements with the Gers back in January, will join the Scottish giants ahead of next season.
Rangers will feature in the Scottish Premiership during the 2016-17 campaign after winning the Scottish Championship title this season.
Holt believes that 22-year-old Crooks, who can play as a defender or as a midfielder, and midfielder Windass, also 22, would prove to be good signings for Mark Warburton’s side.
“Both Josh and Matt have been great for Accrington this season,” Holt told The Glasgow Evening Times. “They are both fantastic kids as well as being great players and they have both done their very best.
“There is no doubt they have been very good. They are going to Rangers now and I am really delighted for them. I have no doubt they will both do very well as a result of their experiences here at Accrington.”
“Both Matt and Josh will be playing in front of larger attendances and at a higher level in the future with Rangers, but I am sure they will have learned a great deal from what they have been through this season,” added the Stanley owner.
It seems that Holt rates the Rangers-bound duo highly, and Rangers fans should be excited about the prospect of Crooks and Windass playing for the first team next season.
It will probably take the youngsters some time to adapt and adjust to the Scottish Premiership, but they should eventually prove to be valuable assets in Rangers’ quest to make a successful return to the top flight of Scottish football.
