Boro have finished second in the Championship table this season and have won automatic promotion to the Premier League for the 2016-17 season.
Former Newcastle striker Shearer believes that Middlesbrough deserve to play in the top flight of English football.
The former England international has also praised chairman Steve Gibson for working hard for the club.
“Although we will be losing at least one North East club from the Premier League next season, we will be gaining another in Middlesbrough,” Shearer wrote on Coral.co.uk.
“They’ve been down there longer than Steve Gibson would have liked but it’s a great time to be promoted given the new television deal next season."
"I am pleased for Steve as he is one of the nice guys in football," added Shearer. "He’s put his heart and soul into the club over the years.”
Middlesbrough have a strong team, and they deserved to finish in the top two of the Championship this season.
It will be a challenge for Aitor Karanka’s side to survive in the Premier League, though, and reinforcements are needed.
The primary objective of Boro next season should be not to finish in the bottom three, and after that they can build on it and try to establish themselves in the English top flight.
Burnley have won the Championship title this season, finishing with 93 points from 46 matches, four more than Middlesbrough.
