The club are yet to appoint a new manager following the sacking of Remi Garde.
The Villans have endured a disastrous campaign this season, with just three wins all season seeing them relegated to the Championship.
They are currently without a manager after sacking Remi Garde last month, with the search currently underway for the next Villa manager.
Who they hire remains to be seen, but Houghton has urged them to give the new man the tools to do the job and avoid interfering as they have in the past.
“It’s sad to see where they are, but this is a club that has been in demise for a few years,” he told talkSPORT.
“What they need to do now is, if they’re going to pick a manager, give him the tools to do the job. Don’t interfere and don’t let somebody else pick the players.”
“I’m glad to see that they’re doing their due diligence and doing plenty of interviews to get the right man in. Let him work with the players he wants, and let’s see how far they can go.”
The current trend of thought seems to be that Aston Villa will have to appoint a manager who has experience of the Championship.
Nigel Pearson seems to be the favourite at present, and that would be a wise appointment given the success he previously enjoyed with Leicester City in the division.
Given his strong personality also, he is unlikely to accept any interference either, another option which could make him an ideal appointment for the beleaguered club.
