The Claret and Blues have won just three Premier League matches, and they will be needing to adjust their transfer strategy next campaign.
Last summer, the Villains targeted bringing in players from French Ligue 1, but this policy was a massive failure.
Villa now need to renovate their squad, and Wilkins believes that the Midlands club should look towards Chelsea.
The Blues won the FA Youth Cup last night, by beating Manchester City 3-1.
Chelsea have some of the brightest youth prospects in the country in their squad, with the bulk of them being British, but Stamford Bridge has been a tough place for youngsters to break through in recent times.
Chelsea have been reluctant to play their academy prospects in the first-team, and Wilkins believes that Villa should take advantage of this.
“That’s not a bad shout,” Wilkins said, when asked whether Villa should look to sign Chelsea’s youngsters.
“Next year, they’re going to need them, Villa. They can’t be having foreign imports while playing the Championship. 20 of the 22 [of Chelsea’s FA Youth Cup winning squad] are British!”
