Spurs are currently seven points behind top of the table Leicester City, with just three games remaining in the Premier League season.
Tottenham had been putting the pressure on the Foxes by putting in some highly impressive performances of late - to beat the likes of Manchester United and Stoke City.
However, their performance levels dropped last Monday, and they could only claim a 1-1 draw with West Bromwich Albion.
That has given Leicester some breathing space, and Keown feels that Claudio Ranieri’s side are certainties to win the league now.
"I think the only reason this question is being asked is because the team in front of them are Leicester," the former Arsenal defender said. "It has to be over now. Spurs have got to win every game and Leicester only need two points. This weekend both teams could lose and it could be all over. But nobody can say that Leicester don’t deserve it."
Spurs need make sure they win at least two and draw one of the final three matches to have any chance of coming back at Leicester. The Foxes would also need to fail to win any of their last three games.
That sequence of results seems highly unlikely, but Leicester do still have some tough matches left. The Foxes still have to play against Manchester United, Everton and Chelsea this season - meaning they will have to be at their best to secure the one victory they need to complete the greatest upset in Premier League history.
Spurs, meanwhile, face matches against Chelsea, Southampton and Newcastle United to round their season off.
