Tottenham started the game well with Harry Kane hitting the post, but they were unable to produce the same scintillating form they did as away at Stoke a week earlier.
A dogged West Brom stood firm, and were only undone by a scrappy first half goal with Jan Vertonghen forcing a Craig Dawson own goal.
Spurs hit the post again with the score at 1-0, through Erik Lamela, but West Brom grew in confidence.
Salomon Rondon headed a close range effort narrowly wide, before Craig Dawson made amends of his own goal before heading home a corner.
Eric Dier was injured at the set piece, and was substituted off for Ryan Mason.
