The 22-year-old currently plays for Boston United, and is out of contract at the end of the season.
The former Grimsby Town ace has scored a staggering 49 goals over the past two seasons in the National League North, including 30 in 2014/15.
This season he has 19 goals in 32 appearances for Boston United, who are sixth in the table.
Blackburn boss Paul Lambert is an admirer of the striker, and Rovers are planning on sending scouts to check him out in action first hand over the coming weeks.
They are not are not believed to be the only Football League club showing an interest, with his expiring contract making him an extremely interesting target for clubs.
Blackburn are 14th in the Championship and are searching for a striker capable of replacing Jordan Rhodes, who was sold to Middlesbrough in January.
