The PSG striker has been linked with a move to the Gunners when his current deal expires.
The striker looks set to leave the Ligue 1 champions in the summer, with his contract set to expire and no new deal having been agreed.
He has already been linked with a move to several Premier League clubs, with Arsenal among those who have been suggested as potential suitors.
Wenger has dismissed those claims in recent interviews, and Merson says he would never sign him because Ibrahimovic would question him when the side underperforms.
"Ibrahimovic is a winner. He's won 13 trophies in so many leagues," he told Sky Sports.
"Of course, Wenger isn't going to sign him because he's going to question him.”
"He doesn't want someone sitting in the dressing room questioning him. He doesn't want people to come in after the game and start tearing it up. He just wants people to come in and recover.”
A move for Ibrahimovic would certainly be an interesting one for Arsenal, with many believing they need a world-class striker to truly compete at the highest level.
The Sweden star is certainly of that calibre, having impressed in the top leagues across Europe with the likes of Barcelona, Inter Milan and now PSG.
Given his age though, it makes a move to the Emirates unlikely although there are many that believe he would be ideal for them at least on a short term basis.
