Everton are set to spend big during the summer transfer window.
The 21-year-old has been a revelation in La Liga this season, and he was recently rewarded with a new long-term contract by Bilbao.
However, Everton are reportedly ready to make an offer for the youngster in the summer transfer window.
The Toffees have money to spend, following the investment of Farhad Moshiri, and Williams’ arrival would be seen as a major coup.
The likes of Real Madrid and Manchester City have previously been linked, but Everton are prepared to rival the duo in the chase for the Spanish under 21 international.
It is believed that Williams has a £39 million release clause, but TalkSPORT says that he could be available for around half that price.
Williams, who is able to play anywhere across the front line, has netted 12 goals in 29 appearances for Bilbao so far this season, and he is regarded as one of the brightest attacking prospects in European football.
If Williams did move to Everton he would be in competition with the likes of Romelu Lukaku, Gerard Deulofeu, Aaron Lennon and Oumar Niasse for a first team place.
