While FA Cup replays are clearly a hindrance for Premier League teams, they are essential to lower-league clubs.
So why don't the FA propose an alternative idea: clubs will have the option to choose whether they want a replay or not before a tie. If it's Chelsea v Manchester City, both teams can elect to play extra-time & penalties instead.
If it's Shrewsbury v Manchester United, the lower-league side can choose to have a replay as it is far more important to them...
