But the Welshman sounds very much like a man in denial.
Indeed, Pulis believes West Brom do not have a problem creating chances - having taken more shots on goal than 2-0 winners Aston Villa last weekend.
And Pulis is quoted as telling reporters: "We've had loads of shots, we haven't been hitting the target. We had more shots than Aston Villa (last weekend) but Villa had two on target and scored.
"It's a negative and we're very good at finding negatives in this country."
Whatever Pulis says, however, West Brom fans have continually expressed their frustration with the lack of creativity at the Hawthorns.
Alex Pritchard has brought the Baggies some flair after joining on loan from Tottenham but some have joked that it's only a matter of time until Pulis drives any desire to play attacking football out of him.
If the West Brom boss isn't careful, his side won't be able to score at all when they most need to. And perhaps comparing his team to Aston Villa - bottom of the Premier League - is tempting fate.
