Spurs did not land the extra striker they wanted on transfer deadline day, but Merson believes they will have enough to get the victory, and will not be negatively impacted by the injury suffered by defender Jan Vertonghen.
He said: "I don't see anything other than a Tottenham win. They are absolutely flying at the moment."
This will be Norwich's first league game since their dramatic 5-4 loss to Liverpool, and Merson acknowledges that Alex Neil's side will be keen to make up for that narrow loss.
He added: "I just think Tottenham, who will miss Jan Vertonghen, are on fire. They have too much fire power and I'm backing Spurs to win 3-1 with Harry Kane to grab the first goal."
Spurs are five points off the top of the Premier League table, and need a win to keep the pressure on leaders Leicester, who face Liverpool this evening.
Tottenham's away form is the third best in the league, with 21 points picked up on their travels. They have lost just one game on the road, conceding just 10 goals.
Norwich have lost four home matches this season, but had been unbeaten in their last five league games at Carrow Road before Liverpool's victory.
