HITC Sport understands Inverness are refusing to let the Aberdeen target leave.
Aberdeen are keen to sign Tansey before today's 11pm transfer deadline and they have made a bid in excess of the £200,000 release clause in his contract.
With the release clause it should mean Tansey is free to open talks with Aberdeen over a potential move to Pittodrie, but Inverness are not allowing the player to speak to the Dons.
The decision by Inverness to refuse to deal with Aberdeen has left Tansey in limbo and left the two clubs at loggerheads as they look to thrash out a deal.
Tansey started his career at Stockport before moving to Inverness for his first spell in the Highlands in 2011 but he only spent a year at the club before a move to Stevenage.
The 27-year-old returned to Inverness in January 2014 and he helped the club win their first piece of silverware with victory in last season's Scottish Cup final.
Aberdeen are hoping to reach a breakthrough in the deadlocked negotiations as they look to bring Tansey on board to bolster their title ambitions.
