Palermo are said to be determined to keep hold of Hiljemark, and they are unlikely to listen to offers in January.
The Swedish international has played a key part for the Serie A side this term, featuring 23 times in all competitions and impressing.
Norwich believe that Hiljemark would increase their quality in midfield, and Neil is attempting to push through a deal, although Watford are also interested.
The Canaries have already signed the likes of Timm Klose, Ivo Pinto and Steven Naismith in what has been a busy month for Neil’s side.
