Hooper is currently on loan at Wednesday from Norwich City, and he has impressed Carlos Carvalhal on his temporary spell - after making a slow start.
It took the 27-year-old seven games to get off the mark at Hillsborough, but he has now scored twice in his last four appearances.
Hooper appears to be fully match sharp, and Wednesday want to make his move a permanent one.
Norwich are happy to allow the former Celtic man to leave Carrow Road, but they want a fee of £3.5 million.
Wednesday do have that sort of money to spend in January, and they have already launched bids for Brentford winger Alan Judge and Nick Blackman, but they have not managed to force through a deal yet.
Whether they will submit an offer for Hooper remains to be seen, but he is said to top Carvalhal’s wishlist, as the Portuguese boss looks to create a side capable of breaking into the Championship play off spaces.
