Lopez has reportedly emerged as their top target, as he has lost his place at AC Milan this season.
The former Real Madrid stopper has been replaced by teenager Gianluigi Donnarumm at the San Siro, and Everton believe they could do a deal with the Italian club.
Everton do already have Joel Robles as a potential replacement for Howard, but Martinez seems to have reservations over using the Spanish keeper on a regular basis.
