The 19-year-old has already enjoyed trials at Championship Burnley and League One side Fleetwood, and Burnley are believed to be ready to make an offer for his services.
Norwich have been keeping tabs on Pennell's progress at Dunstable and the Premier League club have now taken the versatile defender on trial so that they can have a look at him at close quarters.
If Pennell impresses during his training stint at Carrow Road Norwich could offer the player a move to the Premier League.
However, a couple of unnamed Championship clubs have now joined the chase for Pennell and are keen to take the defender on trial.
Dunstable are expecting offers for Pennell and the former MK Dons youngster is expected to seal a move away from the club during this month's transfer window.
