Ozil was on the books of German club Werder Bremen at the time and moved to Spanish giants Real Madrid in 2010.
In the summer of 2013, the Germany international attacking midfielder joined Arsenal from Madrid.
Former Liverpool defender Carragher has revealed that he was impressed with Ozil before he had moved to Spain.
“I remember watching Ozil shine for Germany's Under 21s in 2009 when they beat England 4-0 and said to Steven Gerrard at that time he was someone Liverpool had to go for,” the former England international has written in The Daily Mail.
“He was at Werder Bremen then and he was an attainable target. He continued that big impression at the World Cup in South Africa 12 months later but, by that time, Real Madrid had made their move.”
Ozil enjoyed three successful years at Madrid, winning La Liga once and reaching the Champions League semi-finals three seasons in a row.
The 27-year-old has been in brilliant form for Arsenal so far this campaign and is playing a key role in their challenge for the Premier League title.
The former Schalke man has scored three goals and created 79 chances in 18 league matches for the Gunners so far this season.
Arsenal are at the top of the Premier League table at the moment with 39 points from 19 games.
