The Gunners are keen to add recruits in the January transfer and the Spaniard could be among them.
The Gunners are reportedly keen to add players in the January transfer window, with a number of injuries having ravaged Arsene Wenger’s squad over the last two months.
A position that is in desperate need of reinforcements is central midfield, with Francis Coquelin, Santi Cazorla and Mikel Arteta all out injured.
They have already pushed ahead with a deal for Basel midfielder Mohamed Elneny, according to the Mirror, but Samper could also be on their shopping list.
He would be more than affordable as well; with Sport stating his current contract has a £8.8 million release clause, although Arsenal will only pay half of that for him.
The young star may even jump at the chance to move to England, with first team football unlikely for him at the Nou Camp at present.
A move would then make sense for all parties, with Arsenal securing another Barcelona starlet relatively cheaply, while also planning for the future if the likes of Flamini, Arteta and Rosicky leave in the summer.
Whether the Catalan giants will be willing to allow it however, especially after losing Cesc Fabregas and paying big to bring him back, remains to be seen.
