It has been reported by the British newspaper that Everton manager Roberto Martinez is keeping a close eye on the 22-year-old and sees him as a long-term replacement for Gareth Barry.
Thorne has been on the books of Derby since 2014, but his progress at the iPro Stadium has been hampered by injuries.
The former England Under-19 international has scored two goals and created 18 chances in 19 Championship games for Derby so far this season.
Thorne has a pass accuracy of 86% and a shot accuracy of 53%, and has won 21 headers, 15 dribbles and 50 tackles.
Derby are at the top of the Championship table at the moment with 47 points from 23 matches, a point clear of second-placed Middlesbrough, who have a game in hand.
