The 19-year-old midfielder, one of the most highly rated youngsters in Scottish football, is out of contract at the end of this season, and has been tracked by the Bhoys since last term.
Naturally a defensive midfielder, Souttar can also play at centre-back, and has already been capped at Under-21 level for Scotland. He has a wealth of experience in the Scottish Premiership, with 59 appearances to his name for Dundee United, despite still being a teenage.
Despite his consistent playing chances with his current club, the youngster has made no indication that he wants to sign a new contract, and the Bhoys are ready to swoop to tie him down to a permanent contract at Parkhead.
Celtic have taken Gary Mackay-Steven, Stuart Armstrong and Nadir Ciftci off United in the last year, and the report claims that a pre-contract agreement could be agreed between player and club as early as next month.
His contract is expiring at the end of this campaign, meaning Celtic can open formal talks with the youngster in January, and it appears as if they will be offering him a contract as soon as the transfer window opens at the start of the New Year.
