Both Tottenham and West Ham have accumulated 21 points so far this season, and they are lurking just outside the top four.
However, Keown feels that Spurs will have enough to take the three points off their London rivals, as they have so much momentum behind them.
"The good news is that I think West Ham look a very solid outfit now – their back four is settled and Mark Noble and Cheikhou Kouyate provide so much stability in midfield," Keown said. "That will help them against Tottenham but I think without Payet they will lack a cutting edge.
"People know what West Ham are capable of now on the road but there is so much confidence in this Tottenham group. They are young and inexperienced but they are really thriving on that. They are playing without fear. It should be a very good game but I have a sneaking feeling that Spurs’ form and confidence will get them through."
Spurs go into the match against West Ham unbeaten in 11 matches, and riding the crest of a wave.
There is a great deal of optimism around White Hart Lane at the moment, but Slaven Bilic’s side have been a tough nut to crack this term - particularly on the road.
West Ham have already won away at Arsenal, Liverpool and Manchester City, and they will be hoping to claim another notable scalp on Sunday.
