Everton are also set to be without Leighton Baines, Tony Hibbert and Stephen Pienaar for their Capital One Cup clash against Norwich City tomorrow.
Everton take on Norwich tomorrow in League Cup action, and Martinez is preparing to make changes to his starting line-up.
Robles will start in goal for the contest, but Martinez also confirmed at this press conference this afternoon, that the contest comes too soon for Leighton Baines, Tony Hibbert and Stephen Pienaar.
"Joel’s been playing in the League Cup and that will be his role on Tuesday,” Martinez said.
“Everyone that went to Arsenal apart from Gareth Barry and Phil Jagielka - one through suspension, one through injury - are fit, available and pushing to be part of the squad.
“I just feel Leighton Baines, Tony Hibbert and Steven Pienaar will need a little bit longer before being considered for the squad.”
Everton have made it into the fourth-round of the cup competition by beating Barnsley and Reading, with Norwich looking to be their toughest challenge so far.
The Canaries have not won any of their last four games, but they have proven to be a threat to a number of side's in England's top flight so far this term.
Everton head into the match on the back of two defeats against Manchester United and Arsenal, meaning that they will be keen to get back on track on Tuesday.
Their task of winning the contest has been made harder by Phil Jagielka's injury, which is set to keep him out for the next four weeks, but Martinez is confident that he has enough cover in his squad to cope without his captain.
"We have got a group of very experienced players,” he added. “We have got senior figures who have been in the dressing room for a long, long time. They are leaders, whether they are wearing armbands or not.
“For who wears the armband, it’s just sense of pride and a sense of direction but nothing different or unnatural.”
