With qualification for the tournament in France next summer already assured the England boss has decided to hand first senior call-ups to two new faces.
Danny Ings, who has been on the cusp previously, receives a call-up after some impressive performances for new side Liverpool recently.
The teenager has been in excellent form for Spurs in recent weeks, sparking their resurgence in the league in recent times.
He arrived at the club from MK Dons this summer after initially signing for the club in January.
So his emergence as a full England international is certainly a huge stepping stone considering he was still playing in League One last season.
Roy Hodgson has been watching him closely recently and has clearly been impressed by his confidence, skill and winning attitude in a Spurs shirt.
His inclusion goes against the advice of Tottenham boss Mauricio Pochettino. The Argentine warned Hodgson against a call-up recently but the England boss has decided Alli is ready for international football.
