The former Arsenal and Aston Villa winger believes that Spurs needed to sign a forward in the summer transfer window.
Merson, who played for Middlesbrough as well as for Arsenal and Villa, has said that he would have predicted Tottenham to finish sixth had they signed striker Saido Berahino from West Bromwich Albion.
“Next I'll go for Spurs (8),” the former England international wrote on Skysports.com. “I think they needed a forward.
“If they'd bought Saido Berahino, I'd have moved them up a couple of spaces, but there's too much pressure on Harry Kane.
“He hasn't scored yet, and I know last year he scored in November and scored 30 goals, but surely not this year as well?”
Tottenham have made a disappointing start to the 2015-16 Premier League season and have yet to win a game.
The North London outfit kicked off their campaign with a 1-0 defeat to Manchester United away from home at Old Trafford.
A 2-2 draw with Stoke City at White Hart Lane followed, and then came a 1-1 draw with Leicester City at the King Power Stadium and a goalless draw with Everton at home.
Spurs are 16th in the Premier League table at the moment with three points from four matches.
