Tottenham's summer transfer activity has frustrated Redknapp, who claims that Swansea City, Stoke City and Crystal Palace have more match-winners.
The Premier League outfit have signed four players so far this summer: Kevin Wimmer from FC Koln, Kieran Trippier from Burnley, Toby Alderweireld from Atletico Madrid and Clinton N’Jie from Lyon.
Former Tottenham midfielder Redknapp has given his take on Spurs’ summer business so far, claiming that the Premier League rivals Swansea City, Stoke City and Crystal Palace have signed better and have more match-winners in their respective squads.
“I feel I've made the same point the last three seasons but nothing changes at Tottenham,” the 42-year-old wrote in The Daily Mail.
“Yet again they start the campaign without their squad properly sorted. Last year they got away with it thanks to Harry Kane. If he doesn't score goals they could struggle.
“I'm sure Daniel Levy will be trying for plenty of last-minute deals, but sometimes it's about more than just finances.
“Swansea, Stoke and Crystal Palace have all bought well this summer and you have to say they all have more match-winners than Tottenham.”
Tottenham have made a disappointing start to the 2015-16 Premier League campaign, and there are already doubts whether they will finish in the top four this season.
Mauricio Pochettino’s side suffered a 1-0 defeat to Manchester United away from home at Old Trafford in their opening game of the season.
The North London outfit then played out a 2-2 draw with Stoke City at White Hart Lane and were held to a 1-1 draw by Leicester City away from home at the King Power Stadium on Saturday.
