Forest have lost their first two games of the season in the Championship and Capital One Cup, including a miserable defeat at home to League One side Walsall.
Holloway predicts Forest will record a 2-0 win, and halt any suggestion of a losing streak.
He said: "They've had two defeats already, Forest, but I can’t see that happening again. I think they’ll be keen to put it right in front of their own fans and will be a little bit too strong for Rotherham.
"Rotherham will put up a hell of a fight like they always do but I’ve gone for Forest - with Michail Antonio a key man - to get off the mark."
Forest boss Dougie Freedman was highly critical of his players after the midweek defeat, and will hope he will have spurred a reaction.
Rotherham meanwhile suffered a woeful 4-1 home loss to newly promoted side MK Dons at the weekend, and will be hoping for improvement.
They at least had a confidence boost in midweek by beating Cambridge United 1-0 in the Capital One Cup, with a much needed clean sheet.
Holloway is currently out of work in management after being sacked by Millwall last season, who were later relegated to League One.
