The Republic of Ireland international rejected an offer of a new contract with the Tigers and joins the newly-promoted Canaries for a fee believed to be in the region of £7million - as revealed by HITC Sport over the weekend.
The 23-year-old Irishman has been in Norfolk since Monday to finalise personal terms and complete a medical. He could make his City debut in this weekend’s final home friendly against Brentford now that the deal has been officially announced on the club's official website.
