Forward Waghorn and full-back Tavernier are both understood to be at Rangers' training ground Murray Park to put the finishing touches to their moves to Scotland.

Former England Under-21 international Waghorn came through the ranks at Sunderland, making just six appearances before joining Leicester in 2010.
The 25-year-old failed to hold down a regular place in the Leicester side enjoying loan spells at Hull, Millwall and Wigan before making his move to Wigan permanent in the summer of 2014.
Tarvernier started his career at Leeds before being snapped up Newcastle in 2008 as a teenager.
The right-back made just two first appearances for Newcastle spending most of his time out on loan before joining Wigan last summer.
Tarvernier struggled to establish himself at Wigan last season ending the campaign on loan at Bristol City and helping them to promotion to the Championship.
The duo will bring the number of Warburton's new arrivals to six following the signings of Wes Foderingham, Danny Wilson, Rob Kiernan and Andy Halliday.
