People News: Barclays, Royal Bank of Scotland

Barclays has hired Reinhard Koester as a managing director covering specialty finance companies in the United States, according to people familiar with the matter who asked not to be identified because the appointment is not yet public.

Reuters reports that Reinhard, who is based in New York, joins from Aquiline Capital Partners, where he was a member of the private equity firm's investment committee.

In the meantime, Bloomberg reports that Royal Bank of Scotland said Tyler Tucci, an interest-rate strategist its RBS Securities unit in Stamford, Connecticut, has left the bank.

Tucci had been with the company, which is one of 22 primary dealers that trade with the Federal Reserve, since July 2013.
