A report carried by the regional news outlet AMK claims the club has agreed a contract with the Senegal international striker ahead of a potential summer switch.
Any move remains some way off completion, however, with Trabzonspor yet to approach Newcastle United with a formal offer for the forward.
But should a fee be agreed between the clubs, then Cisse could yet follow the likes of Nani in switching from England to Turkey.
It remains to be seen whether Steve McClaren is keen to keep hold on to the African star, but with Newcastle yet to bolster their attacking options, they could yet rebuff any advances for Cisse.
Signed from Bundesliga side Freiburg back in 2012, the 30-year-old forward has scored 41 goals in 109 appearances for the Magpies.
Cisse scored 11 goals in the Premier League last term from 22 appearances in the top-flight but courted controversy after picking up a seven-game suspension for spitting at Manchester United defender Johnny Evans.
