Rival top flight club Cerro Porteno have made an offer to sign him on loan for the season, as reported earlier this week by Entorno Inteligente.
ABC report that the club are waiting a decision from the third party investment group which owns a stake in the player. A sticking point could be, as reported by Entorno Inteligente, that they would prefer Montenegro clinch a move to Europe.
The 22-year-old has already had two switches to England, with West Ham and Leeds, and not been able to establish himself at either club.
He showed real promise for Leeds United's under-21 side last season as a regular goalscorer, but was not given chances in the first team.
Moving to Europe may be a more attractive long term option, but first team football is crucial to Montenegro's development. Accepting the offer on the table might just be the forward's best move in the short term if he wants to stand a better chance of a successful career.
