Rangers are interested in loaning the two Tottenham youngsters next season.
Winks has been in the frame for a number of weeks as a potential target for the Gers, but the links to Fredericks are new, and it is stated that Mark Warburton is set to hold talks with Spurs this week ahead of completing a deal for the duo.
Warburton, a Spurs fan, has enjoyed success with Tottenham’s youngsters in the past. Alex Pritchard excelled with Brentford last season, whilst Fredericks himself had also spent time on loan with the Bees.
The coach has an established relationship with staff at White Hart Lane, and is set to undergo talks with the club tomorrow when he takes his Rangers side to play a behind closed-doors friendly against Spurs.
Winks and Fredericks are the two targets linked with a move north of the border, but it is stated that Warburton will have to convince the Tottenham hierarchy to sanction the deal, due to the low quality of the Scottish Championship.
Fredericks, 22, is a right-back who spent last season on loan with Middlesbrough. At his age, it could be considered that a drop to the Scottish Championship is a step down in his development.
Winks, 19, recently signed a new deal with Spurs, but is expected to be sent out on loan as he will not figure in Mauricio Pochettino's plans for the new season.
The young midfielder has already made his debut for Spurs, but a season-long loan spell would be perfect to ease him into the world of consistent first-team football.
